Anyone know any photoshop techniques or programs that can fix this photo? i was with my boyfriend, and his cat looked absolutely gorgeous in dim light…and i only had my phone with me…so i took a picture anyways but the quality is horrid
and i really want to fix it, because his cat is scared of my huge bulky camera that would actually take a good picture, so i have to make do with my phone.
can anyone think out an techniques in photoshop (or other programs. i would be willing to download additional programs on my computer) than can maybe bring the colors out more and make the picture look more…alive? the cat in the photo is an orange tabby, so i would wish we can get more of the orange color to show…

I downloaded your picture and opened it in Gimp. It quickly became a normal picture by doing this:
Colors | Brightness-Contrast…
Adjust the sliders: Brightness to 90, and Contrast to 50, then click OK.
Now do File | Save as… [use new file name to keep your original intact for future edits]
If you want to emphasize the tabby color, you can do:
Color | Hue-Saturation and increase Saturation to 20, OK, Save.
This shows a very healthy orange tabby cat - while keeping whites "white".
More advanced options can do things like bring out details in the really dark shadow of your boyfriend’s cat’s back. Gimp has every capability I’ve ever heard of - and I do a lot of photo editing (thousands on-line over the years) using most of the packages out there, but prefer "The GIMP" (stands for Graphic Image Manipulation Program). With Gimp, you can write your own scripts to automate complex editing that gets done over and over (not just the standard "red-eye removal").
A tip: usually it’s best to go with your first impression on a photo - but keep the original picture intact so you can change your mind or try a new method later on. You never know when you’ll find a (free) add-in script or filter that does just exactly what you need with one click!

There are many different ways to do it from saturation and levels layers, to selective coloring and brightness/contrast. Just play around with it till you find something you like.
Photoshop has more than you’ll ever need, if you have PS there’s no reason to download additional programs that are only copying PS. References : graphics experience

filter always helps photos lighten in photo shop, so does the brightness and contrast in the automated thing. also if you go to open as camera raw and then choose the file you can really mess with it there References : digital photo class
the cat does look amazing in that light but since quality is very pixelated…and making it brighter doesnt seem to be helping, i think i may have an idea in photoshop:
make a new layer
take an orange shade brush or something, put it on mid-low opacity
in the new layer, color the part of the cat you want orange
then go to gaussian blur, and play around with the intensity of the blur
it should make it more orange-y and could clear up the quality on the cat. References :

I played with it a bit but it is too grainy and dark to do much with. Too bad he wont let you near with the camera.
